Energy Efficiency and Demand Side Management

M3’s EEDSM programme supports utilities in their efforts to reduce electricity consumption by optimising their use of energy. These selected utilities receive funding at ZERO Capital Expenditure for the planning and implementation of energy efficient technologies ranging from advance metering infrastructure, traffic and street lighting, energy efficiency in buildings to water service infrastructure.

We confirm that any EEDSM programme begins with a comprehensive baseline assessment of the energy consumption of public infrastructure within the participating utility. The baseline assessment helps the utility to get a deeper understanding of the potential energy savings that could be achieved through the EEDSM programme. It also assists in the assessment of the estimated cost to retrofit public infrastructures with energy efficient technologies. Based on the assessment findings and EEDSM programme recommendations, M3 will offer these utilities funding to unlock efficiencies thus finance the planning and implementation of energy efficiency measures such as: –

  • Advance Metering Infrastructure
  • Energy-efficient traffic lights;
  • Energy efficient smart street lights and new LED smartlights on high masts;
  • Energy efficient building lighting, and heating, ventilation and air conditioning (HVAC);
  • Energy efficient hot water infrastructure and energy efficient gas ovens; and
  • Solar off-grid solutions

With regard to previously implemented energy efficient and demand side management (EEDSM) interventions, M3 hereby state and represent that it is our intention to establish long-term relationships with utilities regarding the implementation / execution of an integrated smart infrastructure improvement programme and related project development initiatives.

These interventions included: –

  1. Develop / align an ISO 50001 Energy Management Plan that includes an assessment (Energy Audits) of Energy Sources and Significant Energy Users (SEU).
  • The assessment will be conducted at NO COST to the utility
  1. Retrofitting and/or replacement of inefficient conventional operating systems with Energy Efficient smart technologies such as: –
  • Installation of light emitting diode (LED) and control systems to the public lighting system and buildings (all municipal immovable facilities);
  • Energy efficient transformers. Our service offering includes mandatory transformer efficiencies such as effective maintenance, oil purification, retrofit HT circuit breakers, etc.;

NB: In a typical power distribution grid, electric transformer power loss typically contributes to about 40-50% of the total transmission and distribution losses. Energy efficient transformers are therefore an important means to reduce transmission and distribution losses

  • Conversion of conventional facilities to solar (off-grid) such as: –
    • Commercial and residential sectors;
    • Bore-hole water supply facilities; and
    • Traffic intersections (traffic lights)
  • Residential load management;
  • HVAC; and
  • Pump systems optimisation (PSO) to make operational cost calculations and be able to quantitatively and qualitatively assess pump systems and their potential improvements Their methods of control, including the various types of valves and variable speed drives, will be assessed for possible energy efficient opportunities (Total energy efficient solutions)
  1. Advance Metering Infrastructure and its impact on the measurement of outdoor (public) lighting and smart revenue enhancement through automated metering intelligence (AMI) evolution moving from manual meter reading to automatic reading (AMR) through superior smart metering towards a smart grid (with an effective vending system)

  1. In about September 2015, countries adopted a set of 17 Sustainable Development Goals (SDGs) to end poverty, protect the planet and ensure prosperity for all. We took particular note of the SDG 7: – Affordable and Clean Energy. M3 prioritized the generation of Alternative / Renewable Energy through the establishment of Solar (PV) Park/s and Solar (PV) Rooftop/s as concentrated zones for development and importantly, the installation of powerful, intelligent and eco-friendly solar off-grid street lighting solutions
  • Conduct a comprehensive pre-engineering study as an important first step
