SHEQ Policy

“SHEQ is an acronym for Safety, Health, Environment and Quality, generally used regarding workplace SHEQ management. SHEQ is a technical field that applies several disciplines for continuous improvement of occupational Safety, Health, Environment and Quality factors that impact on any organisation”.

Although the management of Safety, Health, Environment and Quality was often treated as independent functions within organizations, many now look at ways to integrate legacy management systems as a way to uniformly manage.

SHEQ Implemented at M3 Holdings (Pty) Ltd (M3)

M3’s integrated SHEQ systems are based on common core elements, designed to manage and coordinate the requirements of several management control systems, such as Safety, Health, Environment or Quality.

The purpose of M3 having an integrated SHEQ system is to provide clear direction and effective allocation of resources at the lowest possible cost. This helps M3’s business functions to perform effectively together in pursuit of our organisation’s business goals.

M3’s Integrated Management System (IMS) aims to integrate all components of our business into one coherent system so as to enable our company to achieve our organisation’s purpose and mission.

One of the functions of our management system is to assign and manage “ownership” of activities that make up the value chain of an organization. By including SHEQ into our integrated management system (IMS) we address most of the management commitment issues we face on a daily basis.

We therefore endeavour obtaining the sought after DEKRA certification by continuing to conform fully to the requirements as prescribed for SHEQ accreditation with regard to: –

    • Occupational Health and Safety – OHSAS 18001: 2007
    • Environmental Management – ISO 14001: 2004
    • Quality Management – ISO 9001: 2008

An integrated SHEQ management system

The question we were confronted with: –

Why should we integrate our Occupational Health and Safety Management System, Environmental Management System and Quality Management System into one SHEQ Management System?

We diligently decided that we need all three management systems because we believed in some of it and the rest was to be done simply because our clients demanded them. 

Whatever the overriding reason were, we decided that, if we were going to do it, we might just do it properly – do it right the first time.

A conscious decision was therefore taken to integrate the 3 management systems into 1 SHEQ Management System. The integration of the attached documentation to be presented to you is therefore not the work of one individual but the work of many others and the results of their efforts are dramatic, duplication and fragmentation eliminated and management in general became more and more effective and efficient.

The management of M3 are committed to providing and maintaining a safe and healthy working environment for its employees and anyone entering upon its premises or with any connection to the company’s operations. In demonstrating Management’s duty of care, we will make every reasonable effort to provide a working environment that minimizes incidents of risk or personal injury, ill health or damage to property.

To this end, we are committed to developing and maintaining an integrated Safety, Health Environment and Quality (SHEQ) management programme that is in keeping with our internationally renowned proudly African status.

All of M3’s businesses, its financial, people, operations and strategic support activities, i.e., legal, procurement risk exposure including its Safety, Health Environment and Quality (SHEQ) activities will be identified, assessed, controlled and where possible eliminated.

In keeping with M3’s commitment to quality in terms of continuous improvement, the effectiveness of its Safety, Health and Environment programme will be measured on an ongoing basis to ensure sustainable improvement in terms of due diligence and sound corporate governance.

M3 will at all times strive to comply with legislated requirements with regard to Safety Health Environment and Quality (SHEQ). To ensure the continued success of our businesses, all employer representatives, employees and customers will be consulted and encouraged to actively participate in matters of Safety, Health Environment and Quality (SHEQ)

Through our continuous commitment to an effective risk reduction process, M3 will continuously seek to ensure that competent and adequate resources are employed to reduce our total risk exposure.

Such employment of resources shall also influence equitable training, the obtaining and dissemination of information relative to Safety, Health Environment and Quality (SHEQ), to all stakeholders

Our Commitment

To this end: –

All managers are responsible for ensuring that their employees are trained in approved, written work procedures to obtain optimal output, without accidents and injuries and to ensure that employees follow safe work methods and all related regulations;

All employees are required to support the SHEQ programme and make safety and health a part of their daily behaviour and routine and to ensure that they are following safe methods and relevant regulations;

All managers will be held accountable for the implementation and maintenance of this programme;

All relevant laws and regulations are incorporated in our programme as the minimum standard.

This includes: –

Providing employees with appropriate training;

Providing safe plant machinery and equipment, systems and procedures;

Regular consultation and communication on health and safety issues;

A safe working culture is the responsibility of all employees and this can be best achieved through cooperative efforts of everyone. A safe culture will be reinforced through: –

  • Continually identifying, assessing and controlling possible risks to the health and safety of persons that may arise in the workplace.
  • The provision of information concerning such risks and the promotion, instruction, training and supervision of employees and to ensure safe work practices
  • Giving employees the opportunity to participate in health and safety decisions that affect them

In the interests of maintaining safety, contractors and their employees, visitors are required to observe and comply with all health and safety standards and rules produced. This includes any safety signage or warnings, or instruction given by any employee whilst on our premises.

Safety Health and Environmental (SHE) Management Policy

 SHE Policy Principles

M3 have established a SHE Policy declaring its commitment to protect the health and safety of its personnel and others affected by its operations and activities and the prevention of pollution and degrading to the environment.

This policy will be reviewed annually to ensure continuous improvement on safety, health and environmental management.

 SHE Policy

 Management of M3 is committed to providing a safe working environment that is without harm to its employees and the environment.

M3 will focus on implementing and continually improving health, safety and environment objectives and goals including the overall SHE Plan to minimize risk.

This management of M3 will regularly review SHE Policy, monitoring both implementation and performance and in the way ensuring that the company policy remain relevant and appropriate to the needs of the company. Furthermore, we will strive to comply with all legislative and other relevant requirements.

Employees of M3 will be encouraged to: –

  • Participate in creating a safe working environment
  • Be actively involved in the SHE management programmes
  • Be aware of SHE requirements that will enable M3 to minimize incidents
  • Report unsafe and unhealthy situations and/or events

M3 management in turn undertake to: –

  • Ensure that all processes are environmentally friendly
  • Ensure that pollution is prevented
  • Strive to ensure zero harm to all employees and persons that may be affected by the company’s operations and activities

This policy will be communicated to all employees and will be available to interested and affected parties on request.

SHE Objectives

ZERO Incidents………. Continuous improvement of leading SHE performance indicators

To this end, M3 will inculcate a culture of zero incidents for safety, health and environment (SHE) for all people involved in all its activities.

It is M3 management’s commitment to have effective communication standards at all levels of employees and (sub) contractors (where applicable) regarding SHE issues. This management will promote preventative activities as opposed to a reactive approach by involving the entire project team in continuous monitoring of performance against client requirements, equitable training and reporting programmes.

Management of M3 will continuously communicate the following: –

  • Plan to bring about an environment that is safe and without harm to all personnel and the environment
  • Prevention means to prevent incidents to personnel, environment and properties
  • Provision to medical and first aid services
  • Provision of security protection to all personnel on the project
  • Implementation and enforcement of SHE rules including all legal and applicable requirements
  • Ensuring drug and alcohol-free workplace

Roles, Responsibilities & Accountabilities

Executive Chairman / Managing Director: –

  • Accountable for the health and safety of all personnel on the project
  • Ensure that work processes and operations are environmentally friendly
  • Ensure implementation of an effective SHE Management System
  • Ensure that there are adequate resources to execute the project

Project Coordinators / Managers: –

  • Promote and implement the SHE Plan
  • Ensure risk assessments are done for each activity and task
  • Take corrective action
  • Conduct SHE meetings
  • Liaise with the clients’ project manager on all project related issues
  • Implement training programmes
  • Enforce safe working procedures
  • Ensure (sub) contractors (where applicable) meets the SHE Plan requirements
  • Investigate all incidents immediately
  • Report SHE performance to the client and Managing Director

SHE Plan

 Purpose and Intent

The purpose of this plan is to define the electrical / mechanical construction and maintenance SHE requirements for energy and related services and overall plant integrity projects undertaken by M3 and its divisions.

Scope and Description of Works

This SHE Plan applies to all energy and related services and overall plant integrity projects undertaken by M3 and its divisions.

The works include, but not limited to the following: –

  • Scoping audits for energy efficient projects
  • Gap / needs analysis for plant integrity projects
  • Retrofitting / replacement of energy inefficient technologies with energy efficient systems and technologies
  • Advance / automated smart metering infrastructure
  • Sustainability of installed energy efficient systems and smart technologies
  • Tailor-made on-site engineering solutions: –
    • On-site bolting services
    • On-site machining
    • In-line weld testing
    • Joint integrity assurance
    • Training
    • On-line safety valve testing
  • Electrical / mechanical construction and maintenance
  • Specialized on-site services: –
    • Specialized equipment and tools rental services
    • Portable heat-treating equipment and services
    • Leak sealing
    • Pipe freezing
    • Hot tapping
    • Mechanical plugging
    • Metal disintegration machining

Quality Management System (QMS)

QMS Policy and Authority

M3 conducts a quality management system commensurate with the highest quality standards to ensure its products are fit for use by its customers and in accordance with the requirements of ISO 9001.

This policy, in pursuance of the company’s objectives, is to render unconditional support to the design, development, implementation and maintenance of the quality management system. The quality management system, as outlined in this quality manual, describes how effective control is established by means of formal procedures, work instructions, specifications, drawings, suitably qualified personnel, as well as appropriate inspection and test coverage necessary to ensure that the established requirements are met.

The Managing Director has the ultimate responsibility and authority for ensuring effective administration of this quality management system programme and to ensure that the entire M3 family remains fully committed to continuous improvement as a strategic approach towards achieving these objectives. The Managing Director will also ensure that this policy and associated quality management objectives are reviewed and communicated to all employees on a regular basis.

QMS Objectives

M3 stated Quality Management System’s Objectives for the year 2021 – 2022 are as follows:

  • Ensure conformance to all customer requirements
  • Develop and implement an error prevention system
  • Ensure zero deviation from customer requirements
  • Determine the cost of non-conformance

To this regard: –

  • Ensure that products are delivered to our customers on time with 95 – 100% accuracy
  • Ensure that all employees are aware of their respective contributions to the quality of M3 products and services. This is to be monitored by the Training programme/s.
  • Ensure that all employees are suitably trained in the use of all safety critical equipment
